Jawatan:
1. DIRECTOR OR DEPUTY DIRECTOR, STRATEGY & POLICY DEVELOPMENT
Job Descriptions:
= Responsible in developing, monitoring and aligning strategic objectives, business plan and key performance of the Commission, with the
relevant Government policies and regulations
* Inculcate innovative and continual improvements in the Commission taking into consideration.
= Overseeing the process of the policy and strategic plan development, implementing policy research and analysis strategies.
* Develop Strategy & Policy review cycle on an annual basis.
= Overseeing and participate in the development of reports, documents, briefings and survey.
* Coordinating consultation engagements with Government departments and external stakeholders on policy development and
implementation
» Establish & maintain the Commission's policy processes and accountabilities and coordinating policy implementation review
* In charge of Regulatory Impact Assessment and associated activities
Qualifications & Requirements:
» Recognized Bachelor's Degree in Electrical Engineering, Mechanical Engineering or Finance
» Minimum five (5) years’ experience in the energy, or electricity, or gas industry or related areas where appropriate Monagement, risk assessment and strategy setting.
» With certain years of experience as manager or similar level in Electricity and/or gos related industries
» The following additional knowledge / experience will be an added advantage :
»» Registered as a member of relevant recognized professional bodies.
»» Knowledge in electricity or gas supply regulatory matters.
»» Planning or analysis of oll & gas industry, gas pipeline ond energy systems.
»» Risk Management, Project management.
»» Well versed in Microsoft Office (e.g. Word, PowerPoint, Excel) applications
» Resourceful, analytical, strong sense of urgency with good interpersonal skills.
» Excellent work ethics, responsible, committed and capable to manage multiple priories ENERGY
» Creative problem solver, result-driven with strong sense of urgency COMMISSION OF SABAH
» Meticulous with ability to work under pressure and with all levels of organization/society
» Fluent in spoken and written Bahasa Malaysia and English
2. EXECUTIVE, ECONOMIC & TARIFF REGULATION
Job Descriptions:
- Update and simulate revenue requirement models for tariff determination for licensees
- Compile and analyses submissions by licensees for CAPEX, OPEX, regulated rate base, during the revenue requirement process
- Conduct assessment of Regulatory account submission by licensees
- Monitor performance and licensees according to the Regulatory Implementation Guidelines (RIGs)
- Review Imbalance Cost Pass Through (ICPT) suggested by licensees, under IBR, to ensure correct/acceptable justification and quantum
- Monitor financila health and viability of licensees
- Perform tariff analysis / stimulation on proposed tariff designs for consumers
- Cost of service analysis for consumer categories
Qualifications & Requirements:
» Recognized Bachelor's Degree Accounting, in Finance, Economics or related fields
» Preferably two (2) years of related working experience with excellent referral
» The following additional knowledge / experience will be an added advantage :
» » Experience in Incentive Based Regulation framework, revenue requirement, tariff design, regulatory accounts reporting or related areas.
» » Registered as a member of relevant recognized professional bodies.
» » Knowledge in electricity or gas supply regulatory matters.
» » Well versed in Excel [for revenue requirement modeling or financial modeling) PowerPoint, Word and other applications
» Creative, resourceful, with good interpersonal skills.
» High integrity, excellent work ethics, responsible, committed, result driven with related sense of urgency
» Creative problem solver, team player with good communication skill
» Ability to work under pressure and with all levels of organization/ society
» Meticulous with attention details
» Fluent in spoken and written Bahasa Malaysia and English ENERGY

3. DIRECTOR OR DEPUTY DIRECTOR, ECONOMIC REGULATION
Job Descriptions:
» Responsible in economic regulation for electricity and gas supply
» Implement and regulate tariff determination process that balance the interest of services providers and consumers
» To determine revenue requirement and tariff settings, taking into account (I) financial sustainability of the service providers; (ii) cost and
operational efficiency including service quality; (ii) cost-efficient tariff to customers and (iv) alignment to Government's policies
» Monitor performance of licensees which are subject to Incentive Based Regulations (IBR) framework, review Regulatory Implementation
» Guidelines (RIGs), Ring Fencing Rules etc.
» Review Imbalance Cost Pass Through for licensees which are subject to IBR & menitor financial heath and viability of licensees
» Coordinate with state and federal ministries/agencies regarding subsidy or funding requirement, if any
» Coordinate consultation engagements with Government departments and external stakeholders on tariff regulation and implementation
» Review and recommend regulatory policy on gas pricing, gas facility tariff and charges
Qualifications & Requirements:
» Recognized Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Accounting, Economics, Finance or related field.
» Minimum three (3) years’ experience preferably in Incentive Based Regulation framework, revenue requirement, tariff design, regulatory
accounts reporting or related areas.
» With certain years of experience as manager or similar level in Electricity and/or gas related industries
» Good negotiation skill, clear communication and related interpersonal skills capable to build up rapport with the staff of the organization
and external stakeholders
» High integrity, excellent work ethics, responsible, committed and result oriented with related sense of urgency
» Creative problem solver, meticulous, organized, analytical with strong attention to details
» (Good understanding of account & financial management
» The following additional knowledge / experience will be an added advantage EN ERGY
»» Registered as a member of relevant recognized professional bodies. COMMISSION OF SABAH
» » Knowledge in electricity or gas supply regulatory matters and market operations
» » Well versed in Microsoft Office (especially Excel for revenue requirement modeling or financial modeling, and others)
